It is very hard to understand what problems such actions are designed to remedy. A few questions stand out as being way too difficult to comprehend.
C1: What criminal activities would be thwarted by the change of this definition? Are criminals, for example, using unbarreled weapons in a way that is legal today?

C3: Could any administrative mechanisms - EU-wide - eliminate criminal access to weapons?
C4: What would the cost-benefit analysis be, changing all firearms in the EU to comply to such standards in order to save exactly how many lives? It would be deeply immoral to make such an investment. Spend that money on child cancer research instead.
C5: In what way does the sales channel make a weapon more or less dangerous? Are Internet-sold cars more or less dangerous than store-sold cars?
C6: How many killed or wounded people are there, yearly in the EU, because of EU arms fairs that would not have been hurt if weapons were only to be sold in stores? Best guess: none.
C7: Nations already have the capability to define such requirements. Being a swedish citizen, I have never had any trouble with how gun permits are issued in Spain.

C10: This suggestion is plain silly. As there can be no bookkeeping on the end user side (shots fired during a hunt, for example), criminals will have no problems getting acecss to ammunition. As long as they have a friend with a compatible firearm they can get ammo for their gun. My guess is that criminals don't need so much ammunition as rightful gun owners, so their demand is small.
Sorry, none of these activities will hamper criminal access to guns. It will cause great costs and cumbersome - useless - activities for law-abiding gun owners though.
